Pradhan Mantri Awas Yojana

The Pradhan Mantri Awas Yojana- Housing for All (Urban)was launched by Ministry of Housing and Urban Poverty Alleviation in the month of June 2015 with the objective of providing pucca houses to economically weaker and low income families along with water connection, toilet facilities, and electricity.
The mission envisages providing ­­­­­­20 million houses by 2022 covering 509 cities and towns in the country.

Implementation of PMAY in Meghalaya

In Meghalaya 9 (nine) statutory towns have been selected for the Pradhan Mantri Awaz Yojana (Urban)  Mission viz. Shillong, Nongpoh, Nongstoin, Mairang, Jowai, Tura, Baghmara, Resubelpera and William Nagar.

Under this Mission, there are 4 (four) verticals, viz. In situ Slum Redevelopment, Credit Linked Subsidy Scheme (CLSS), Affordable Housing in Partnership and Beneficiary Led Individual House Construction or Enhancement (BLC). Out of these, for Meghalaya, emphasis is being given for the 2 verticals i.e., Beneficiary Led Individual House Construction or Enhancement (BLC) and Credit Linked Subsidy Scheme (CLSS).

Eligibility Criteria for BLIC
People belonging to EWS category.
Annual Family Income not exceeding Rs 3 Lakhs.
People having their own land.
Beneficiaries who have a Kutcha house can opt for new house construction.
Beneficiaries who have a pucca house of area not exceeding 21sqm can go for enhancement.
Mode of Operation
As per the guidelines, the demand survey was undertaken in all the towns. As part of the demand survey, advertisement was floated and accordingly applications were received after which site inspections were conducted to ascertain the eligibility of the applicants. Based on the inspection, and eligibility criteria as mentioned above, the list of eligible beneficiaries are drawn out and the DPRs are prepared .
The DPRs prepared are put up for approval to the State Level Appraisal Committee. Once the Committee approves the DPRs then it is forwarded to the State Level Sanctioning and Monitoring Committee (SLSMC) and then to the Central Sanctioning and Monitoring Committee (CSMC).

Release of Funds
The funds are released by the Ministry of Housing and Urban Affairs, GoI to the State Government which is then released to the State Nodal Agency. From the Nodal Agency the funds are released directly to the beneficiaries account through DBT (Direct Benefit Transfer).
The Ministry of Housing and Urban Affairs, GoI has released 4.44 crores and 16 crores towards BLIC till date.

Status of BLIC

There are total 4554 eligible and sanctioned  beneficiaries till date for 9 towns. Out of which 305 beneficiaries have completed and about 912 beneficiaries are in various levels of construction.
