Organisational Structure

The organizational set-up of the Authority consists of broadly five branches viz.

  • The Planning and Design Branch,

  • The Engineering Branch,

  • The Finance Branch,

  • The Monitoring Branch and

  • The Administrative Branch which are under the over-all administrative charge of the Chairperson assisted by the Secretary and other Officers.

 

At the District level, the Town Planning units at Tura and Jowai are manned by the respective District Urban Planners of Urban Affairs as Town Planning Officers. (Organisational Chart in the following slide).

 

1. The Planning & Design Branch - Headed by the Chief Urban Planner (Member Planning) and assisted by the Urban Planner, Architect, Asst. Urban Planner, Asst. Architect, Sr. Cartographer etc. This branch deals with the preparation of Development Plans, Land-use plans and also Architectural Design works including lay-out plans. One of the main functions being dealt by this branch is the enforcement and implementation of the Meghalaya Building Bye Laws 2011. The duties involved are sanction and issue of Building Permissions, Occupancy Certificates , Completion Certificates etc and the inspections and field works related to the above.

2. The Engineering Branch - Headed by the Engineer-In-Chief (Member Engineer) &  assisted by the Superintending Engineer, Executive Engineers, Assistant Engineers, Junior Engineers etc. This branch deals with formulation of schemes – preparation of detail estimates thereof, implementation and supervision of works etc.

3. The Finance & Accounts Branch – Headed by the Chief Finance & Accounts Officer (Member Finance) and assisted by the Finance Officer, Accounts Officer, Audit Officer etc in finance and accounting works including management of funds.

Divisional Accountant – 1

Sr. Divisional Accountant – 1

Junior Divisional Accountant – 4 

 

4. The Monitoring Branch – Headed by the Project Director and assisted by the Project Monitoring Officer, Asst. Project Monitoring Officer, Computer Assistant. This branch deals with the monitoring, evaluation and appraisal of projects, schemes of the Authority. The preparation of DPRs, Policy and Strategy Papers, MIS reports, Completion and Progress reports, Utilization Certificates, Financial Closure Certificates etc. are also being dealt by this branch. This Branch also liaises with the Government of India for sanction of Projects, Release of funds and such monitoring reports to be submitted to them. Besides, monitoring and management of the Shopping / Parking complexes are also being handled by the branch.

5. The Administration Branch – Headed by the Secretary and assisted by the Asst. Administrative Officer and other assistants. Deals with administration and establishment procedures like appointments, monitoring of attendance, service books, distribution of works, leave matters etc.

The Secretary is the overall in charge of the office and  and is assisted by the respective branches.
